Explanation
- A hexadecimal color-code consists of six characters: 000000
- The following characters represents the values 0-16: 0123456789ABCDEF
- Each character pair is a base color: Red (FF0000), Green (00FF00, Blue (0000FF)
- FF = 16x16 = 256 = 100%
- FF0000 = 100% Red, 0% Green, 0% Blue
- Some numbers looks like letters: 0125678 = OLZSGTB

Translation
A tall tale tells of a lad called Ted.
